Franklin D. Meeks entered the Army Reserve on August 23, 1965, at the age of
eighteen and began his 41 years 5 months and 8 days of military career in the
398th Engineer Company, Greenville, North Carolina. CW5 Meeks
entered basic training on November 1, 1965 at Fort Jackson, South Carolina and
completed his Advanced Individual Training at Fort Belvoir, Virginia on April 1,
1966. CW5 Meeks retied on February 1, 2007 with 23 years 4 months and 10 days
of active duty
CW5 Meeks held various positions up through Motor
Sergeant, attaining the rank of SSG. Based on experience and knowledge, on
July 30, 1974, he was appointed Warrant Officer One (WO1), as an Engineer
Repair Technician for the 398th Supply Company. CW5 Meeks served
as the Property Book Officer of the 398th Supply Company from
December 1974 until August 1979. In 1977, CW5 Meeks was assigned to the unit
Automotive Repair Technician position. While serving in the Automotive Repair
Technician position from 1977 until 1983, he received an additional Military
Occupation Skill of Automotive Repair Technician.
In April 1983, CW5 Meeks transferred to
Headquarters, 362nd Quartermaster Battalion, Kinston, North
Carolina as a Unit Supply Technician in the S-4 Section. In 1983 after
transferring to the 362nd Quartermaster Battalion, CW5
Meeks was the primary logistician in reactivation of the 362nd QM
BN. The 362nd Quartermaster Battalion was deactivated in 1959 at
Ft Deposit, AL. Based on his experience while serving for 5 years as the
Property Book Officer for the 398th Supply Company, in 1983 CW5
Meeks was award the Military Occupation Skill as a Unit Supply Technician
After serving 20 years in the Army Reserve Troop
Program units, CW5 Meeks entered the Active Guard Reserve (AGR) Program on
June 3, 1985 as a Unit Supply Technician for Headquarters, 362nd
Quartermaster Battalion in Kinston, North Carolina. During this assignment,
he was the primary person for organizing personnel and equipment to support
the 82nd Airborne Corps and 24th Infantry Division in three Display
Determination (1985, 1987 and 1989) ODT exercises. He also served as the BN
S-4 and supported two Southwest Asia cleanup exercises in 1987 and 1989. In
1988, he worked in the Vulcan Night exercise at Camp Blanding, FL, where he
was in charge of the night shift for the exercise. CW5 Meeks activated five
units while assigned to the 362nd Quartermaster Battalion S-4
section. He was recognized widely as the expert on Supply Operation, Property
Accountability, Dining Facility Operation and Maintenance Management
Operations throughout the nine units under the Command and Control of the
Battalion HQ. CW5 Meeks was the only fulltime BN S-4 support during his
tenure at the 362nd QM BN. He assumed the duties and
responsibilities of the Battalion S-4 officer numerous times during his
assignment to the 362nd.
CW5 Meeks transferred to the Army Reserve
Readiness Training Center (ARRTC) at Fort McCoy, Wisconsin on September 17,
1990 as the Assistant Branch Chief for the Logistics Branch. He also served
as a Course Team Leader and Instructor Officer at the ARRTC. While assigned
at the ARRTC, he completed the Master Instructor Course. He orchestrated the
development of three new courses to fill a void in the Reserve Logistics
proficiency. CW5 Meeks and his team developed a two-week Automated Property
Book Course, which received accreditation from the Quartermaster School and
Center at Ft Lee, Virginia. The Quartermaster School and Center approved the
award of the ASI of G3 upon the successful completion of the two-week course.
During his tenure at the ARRTC, CW5 Meeks had the opportunity to assist in the
instruction of over 8,000 Army Reserve soldiers in Hazard Material training,
Safety, Maintenance Management, Unit Supply Operations, Property Book
Accountability, and Facility Manager Responsibility. In 1997, 1998, and 1999,
he served on the Chief of Staff Army evaluation team for the Supply Excellence
Award for the Army Reserves.
On July 6, 1998, CW5 Meeks was transferred to Fort
Lee, Virginia and was promoted to Chief Warrant Officer Five. CW5 Meeks is
assigned to USACASCOM and is assisting in the development of the Global Combat
Support System – Army (GCSS-Army). CW5 Meeks serves as the Deputy Branch
Chief of the Tactical Enterprise System Support Branch (TLESSB) a new concept
of Logistical System Development. CW5 Meeks also serves as the Deputy Team
Chief for the Enterprise Resource Planning (ERP) Team responsible for the
blueprinting, development and implementation of the Army’s up and coming
global accounting system, through the use of ERP initiative, driven by Systems
Applications and Product (SAP). Because he is viewed as one of the premier
experts in Supply Operations and Maintenance Operations within the Army
Reserve, he was requested by name to fill the position on the TLESS Branch.
He serves as a Subject Matter Expert for Logistics related subjects. He is
responsible for the revolution of Military Logistics through seamless,
integrated, modular, and interactive information management and operations
system at all levels of supply and maintenance in support of Force XXI and the
Army After Next. CW5 Meeks serves as a field user’s representative for
defining, gathering, validating, and prioritizing requirements for the Global
Combat Support System – Army (Field/Tactical). He provides coordination with
the Module developer for the Life Cycle Management ensuring legacy
requirements are captured and incorporates critical enhancements including
system development, testing, and acquisition. Currently, CW5 Meeks is serving
as the USAR advisor for Logistics subjects relating to supply and maintenance
for the Enterprise Resource Planning (ERP) solution. He also serves as the
Team Leader for the GCSS-Army Property Book Unit Supply Enhanced (PBUSE)
system replacing the Standard Property Book System - Redesign (SPBS-R) and
Unit Level Logistics System - S4 (ULLS-S4).
In 1997, 1998 and 1999, he served on the Chief of
Staff Army evaluation team for the Supply Excellence Award. In these and
every other action, CW5 Meeks epitomized selfless attention to detail for the
Total Army.
CW5 Meeks is a lifetime member of the Reserve
Officers Association (ROA), the United States Army Warrant Officers
Association (USAWOA) and the Quartermaster Association. He is also a member
of the Military Officers Association of the Army.
CW5 Meeks served on the Reserve Officers
Association (ROA) Readiness Chapter 43 EXCOM for one year, one year as
Vice-President and two years as the Chapter President. He served as
Vice-Chairman of the Warrant Officers Committee of the ROA National from
1996-1997. From February 1997 to January 1998, CW5 Meeks served as the
Chairman of the Warrant Officers Committee of the ROA National. Since 1998,
he has served as the Vice Chairman of the Warrant Officers Committee of the
ROA National. In January 2005, he assumed the Chairman of the Warrant
Officers Committee of the ROA National.
CW5 Meeks started the United
States Army Warrant Officers Association (USAWOA) chapter at Fort McCoy and
served as the charter President of the Fort McCoy Chapter for two years from
October 1992 to September 1994. CW5 Meeks served as the Fund Raising Chairman
of the Fort McCoy Chapter from 1992-1998. CW5 Meeks served 4 years as the
Mid-Northern Regional Director of the USAWOA and two plus years as the
National Vice-President of the USAWOA from July 1998 to October 2000. In
October 2000, CW5 Meeks was elected National President of the USAWOA and
reelected as National President again in 2002. His second term as National
President was completed in October 2004. CW5 Meeks served on the Board of
Directors of the Scholarship Foundation from 2004-2006. From 2006 until
present, CW5 Meeks has served as the USAWOA Assistant Web Master.
CW5 Meeks was awarded the ROA
Sword and Pen Award in 1993, 1994, 1995, 2003, 2004, and 2005 from the
National Reserve Officers Association. He was the recipient of the ROA
Department of Wisconsin Brigade of Volunteers award in 1993. In addition, CW5
Meeks volunteered at the Family Resource Center, La Crosse, WI from
1990-1998. In 1994, he was named Fort McCoy Volunteer of the Year and in 1996
Warrant Officer of the Year for the United States Army Warrant Officers
Association.
Chief Meeks has been
married to his wife, Gail, for thirty-nine years.
